{"id":16127,"date":"2025-12-18T12:41:26","date_gmt":"2025-12-18T12:41:26","guid":{"rendered":"https:\/\/www.whistleblowing.it\/new-anac-guidelines-on-internal-whistleblowing-channels-published\/"},"modified":"2025-12-18T12:59:55","modified_gmt":"2025-12-18T12:59:55","slug":"new-anac-guidelines-on-internal-whistleblowing-channels-published","status":"publish","type":"post","link":"https:\/\/whistleblowing.it\/en\/new-anac-guidelines-on-internal-whistleblowing-channels-published\/","title":{"rendered":"New ANAC Guidelines on internal whistleblowing channels published"},"content":{"rendered":"\n<p><span style=\"font-weight: 400;\">The <\/span><b>National Anti-Corruption Authority (ANAC)<\/b><span style=\"font-weight: 400;\">\u00a0<a href=\"https:\/\/www.anticorruzione.it\/-\/news.12.12.2025.whistleblowing-linee-guida-canali-interni\" target=\"_blank\" rel=\"noopener\">published<\/a> on 12 December 2025 the new <\/span><a href=\"https:\/\/www.anticorruzione.it\/-\/del.n.478-26.11.2025.llgg.wb\" target=\"_blank\" rel=\"noopener\"><b>Guidelines on whistleblowing and internal reporting channels<\/b><\/a><span style=\"font-weight: 400;\">, approved by Resolution No. 478 of 26 November 2025. The Guidelines provide operational guidance on the establishment and management of<\/span><b> internal channels <\/b><span style=\"font-weight: 400;\">for reporting violations, with the aim of harmonising the application of whistleblowing regulations and promoting uniform handling of reports within both public and private organisations.<\/span><\/p>\n\n<p><span style=\"font-weight: 400;\">The framework, developed also on the basis of the <a href=\"https:\/\/www.anticorruzione.it\/-\/consultazione.07.11.24.whistleblowing#p2\" target=\"_blank\" rel=\"noopener\">public consultation<\/a> and the <a href=\"https:\/\/www.garanteprivacy.it\/home\/docweb\/-\/docweb-display\/docweb\/10184673\" target=\"_blank\" rel=\"noopener\">opinion of the Italian Data Protection Authority<\/a>, examines in detail aspects such as:<\/span><\/p>\n\n<ul class=\"wp-block-list\">\n<li>the structure and operational procedures of internal reporting channels;<\/li>\n\n\n\n<li>the roles and responsibilities of the channel manager;<\/li>\n\n\n\n<li>the duties of conduct of the staff involved;<\/li>\n\n\n\n<li>sanctioning scenarios related to the failure to adopt or properly manage reporting channels;<\/li>\n\n\n\n<li>staff training and the supporting role of Third Sector organisations.<\/li>\n<\/ul>\n\n<p><span style=\"font-weight: 400;\">At the same time, ANAC adopted, through <a href=\"https:\/\/www.anticorruzione.it\/-\/del.479-26.11.2025\" target=\"_blank\" rel=\"noopener\">Resolution No. 479 of 26 November 2025<\/a>, certain <\/span><b>amendments to the Guidelines on external reporting channels<\/b><span style=\"font-weight: 400;\">, in order to ensure interpretative consistency in light of the new indications provided for internal procedures.<\/span><\/p>\n\n<h3 class=\"wp-block-heading\"><h3><b>Impact on project platforms<\/b><\/h3><\/h3>\n\n<p><span style=\"font-weight: 400;\">Based on a preliminary analysis of the new Guidelines, no provisions have been identified that directly impact the platforms provided through the WhistleblowingIT project. On the basis of the published text, <\/span><b>no changes will therefore be made to the systems currently in use, which already comply with the new indications<\/b><span style=\"font-weight: 400;\">.<\/span><br\/><br\/><span style=\"font-weight: 400;\">Transparency International Italy and GlobaLeaks are nevertheless carrying out a more in-depth analysis of the documents and, should any aspects requiring adjustment emerge, we will implement the necessary updates to the platforms and promptly inform all participating organisations.<\/span><\/p>\n\n<h3 class=\"wp-block-heading\"><h3><b>Free training in the new year<\/b><\/h3><\/h3>\n\n<p><span style=\"font-weight: 400;\">To better clarify any questions that have emerged or may arise in relation to the content of the Guidelines, with the start of 2026 the WhistleblowingIT project will organise a <\/span><b>free training session<\/b><span style=\"font-weight: 400;\"> dedicated to all members.
